Help?!

Does anyone know how to make your links like tabs? Or put a picture under your Title? I want a picture under FruityCutie. Look, I'm a beginner for blogging, and I need some help. Here's what I mean...

The beside/in/near it or whatever means that is what I need to know how to get. For example, the tabs with the circles. How to get those? And the box under FruityCutie says Picture. How to get it there? Please help?!
